Opinion for Reporting a fraud

I bought three pairs of UGG boots from this supplier at 65 U$ each pair. I paid by Paypal. He only sent one pair. I opened a claim with Paypal but since he had sent "something" the clain was rejected.
Enclosed is transaction, photo of box received and one of the numerous e-mails stating that he would refund me.

did not recieve all items ordered , company just gives run around shipping time was good but short tried to resolve but they would not send missing items would not recomend any body doing buisness with this company
