Report for My order was not delivered after payment was made to the supplier

I have been in touch with them for over 3 month, First of all they did not provide us with SGS inspection and their excuse was that the documents are with the shipping company which is itself is a possible fraud according to fraudwatchers.com. we delayed the payment in order to get the inspection, not receiving any confirmation we send the other part of the money and they told us we will DHL you the original documents, after few days they told us the product is held in Singapore.
