Feedback for The delivered goods are not what I agreed upon with the supplier( Wrong Goods )

We buy from a supplyer advertised on your site called Dalian Taikang Chemical Co 16 ton of Poypropilene Pellets, we pay 50% in advance and 50% against proof of shipping (bill of lading)
last week we receive the continer and found inside bags filled with white sand instead of the plastic.
We tried to contact the company but they are not answering.
