Rating for Seller Lied To Me About His Prices

This seller lied to me about his prices. I am enclosing a photographic copy of his first email to me where he quotes me the price of tshirts for $12.50 USD per piece with no minimum for this price or extra charges for using Paypal. I agreed to his price and spent much time preparing and choosing items for my order. Since I was going to order more than ten tshirts, I asked him if he could give me a better price. That is when he wrote me back and told me the price of his tshirts were $16.00 USD. He then added in addition to my order total I also had to add an additional 10% to cover Paypal charges in China, which he never mentioned in his original email to me. He is also lying about the Paypal charge amount as I personally called Paypal and they told me the Paypal rate in China where this seller is located is only 3.9%, not 10%. I am submitting photographic proof of his emails to me, in the first one you can see his original quoted price, in the second you can see how he changed his price without warning me after I spent much time preparing my order. Thank you.
