Remark for The delivered goods are not what I agreed upon with the supplier( Incomplete Goods )

This seller advertises goods on his/her website for sale as legitimate on
http://www.huaxin-electronic.com/template/home.asp. I made contact with Gengdi Hu of Huaxin Electronics Commerce Ltd and placed an order for one Apple iPad 3 and one Apple iPod touch. Mr. Hu built my confidence in his company by stating to me he has 2 year gold supplier status on tradekey.com. After researching his company and verifying his information, I felt trust in him to send the goods ordered after I make western union payment. To build my trust even more, he suggested I make 50/50payment to him and after I receive the goods and inspect them, I would make the other payment.. I agreed and made the western union payment. After 3 weeks of anticipating my delivery, the package arrived as registered mail inside a legal sized empty envelope. I have not opened the envelope because it is empty but it has the same tracking number that was provided to me by Gengdi Hu. I request reimbursement of 209.00 from Mr. Hu for the total amount paid to western union for this transaction.

it was worst experience with that supplier they took the money but didn't send any thing in return.
