Reaction for My order was not delivered after payment was made to the supplier

Hello,
This website is a scam.
He stole from me $ 7600 deposit for a lemon container that i never receive.
After one month, he told me that he will cancel the order and refund us the money.
We are still waiting for the refund after 1 year now.
He promised very low price to all customer but never send out any product.
So he stole all deposit payment.
I have all the proof against him but it is very hard to contact with him.
I have more than 200 mails with him...
DONT MAKE BUSINESS WITH HIM, HE IS A SCAMMER
