Critique for My order was not delivered after payment was made to the supplier

We want to report this company for disloyal trade practice. We bought a GE card p/n# DS200TBQAG1ABB and we paid for it on December 2011 (90 days ago) but they never shipped it. After that, we requested a refund of our payment (USD 4,925.00), but they have never done it or answered again.
