Observation for My order was not delivered after payment was made to the supplier

I spoke with the provider and he stated that I could do an order for 50 cartons after receiving my mney he stated that shipping had changed and I had to order 100 cartons and I would have to send additioal money in order for my order to process. He also stated that they could not refund my money so that meant no money and no product for me. I feel they were very deceptive
