Observation for My order was not delivered after payment was made to the supplier

This supplier were very eager to earn our business at beginning. But, after we make the deposit. They barely talking to us again. And now just totally ignore us. We want our money back! We can not accept they excuse when he said the shipment was suspended due to they have no export code to do the export from South Africa. If so, why would they even invoice us and take our money with payment term CIF Taiwan? This is clearly now a fraudulent activities.
