Evaluation for My order was not delivered after payment was made to the supplier

They send me an offer, what I confirmed and my partner made a payment for a small amount of sample product in order to check the quality before a bigger deal. After a long time they sent a totally invalid DHL tracking code, but they didn't sent any goods with it. The DHL didnt know about any package of this company to me.
Later they refused to send back the money, as the DHL don't shipped back the package for them, because of the Customs and they asked new payment!
No goods, no money... only constant promises.
