Evaluation for The delivered goods are not what I agreed upon with the supplier( Wrong Goods )

We concluded the contract for trial lot of aluminum ingots, the supplier delivered 20 ton in container.
When container came to our city we opened it, there were there bags with gravel instead of aluminium ingots.
The supplier does not answer by e-mail no by phone calls.
